Just to clarify, here's what the Ohio Historical Society tells me regarding birth/death/marriage records...
Birth and death records were NOT recorded by law in Ohio until 1867. Although some records from a FEW counties predate 1867, records of births and deaths in Ohio are GENERALLY not available before that date. Between 1867 and 20 DEC 1908 these records were kept by the Probate Court of each county. There is NO statewide index to Ohio birth and death records, prior to 20 DEC 1908.
The Ohio Historical Society holds microfilm of the statewide death records for the period from 20 DEC 1908-1944 (hence, uncertified death certificates for $3). State-wide birth records from 20 DEC 1908 to the PRESENT, and statewide death records from 1944 to the PRESENT are maintained by:

Reading and publishing of Darke Co. Death Records 1867-1908 were begun by Jac Baker, but the project was never completed before his death in December 1992. Only selected townships were finished. Those volumes are also out of print. [see LOOKUPS page.]
